Artificial intelligence as a decision-making tool in climate adaptation law

 

Urban areas throughout Germany are increasingly and widely affected by the consequences of climate change. Sudden and slow onset hazards pose a particular threat to life, health and property. In order to prepare for and respond to these climate impacts, adaptation measures must be taken at the local level. To identify suitable adaptation measures, the rapidly advancing technological development can be harnessed. Currently, AI systems are being developed that are capable of modelling the effects of climate impacts and the effect of adaption measures. The analysis addresses the interface between this technological innovation and urban climate adaptation. It looks at the potentials and risks of using AI systems for climate adaptation and discusses the extent to which AI-based predictions can be incorporated into procedures and decisions within climate adaptation planning.
